ELO – the mandatory logistics document package

Today, a customs broker is not just someone who files declarations or advises clients – they are also a partner helping businesses comply with the latest international trade requirements. One of the new rules that will soon become mandatory in France is ELO (Obligatory Logistics Envelope).
The mandatory use of ELO has been postponed until 1 January 2026.
What is ELO?
ELO is a mandatory set of logistics documents used at the border between France and the United Kingdom. It ensures that all necessary paperwork is submitted electronically before the goods arrive in France or depart from it.
In essence, it is a digital “file” where customs authorities can access all required information: safety declarations, export or import MRN numbers, transit documents, and special permits.
When and where is ELO required?
ELO is mandatory for imports and exports passing through France, particularly at ports such as Calais, Le Havre, Dunkirk, and other border points.
Why start using ELO now?
Although the requirement has been postponed until 1 January 2026, customs strongly recommend preparing in advance. At Bunasta, we assist our clients in smoothly setting up the ELO package and highlight its main benefits:

Which documents are required for ELO?
The minimum list includes:
- ICS2 ENS declaration – registered in the ICS2 system.
- MRN numbers – for export, import, or transit (T1/T2).
- ATA or TIR carnet – if the cargo is transported under such a regime.
- Special identifiers – e.g., for sanitary or phytosanitary procedures.
Important: ELO is valid for 30 days. If the documents change, the ELO must be updated.
What happens if ELO is not submitted?
If ELO is missing, the vehicle may be held at the border or in port. This means delays, extra costs, and potential breaches of contractual obligations.
