ICS2 updates: what you need to know about the ENS declaration from September 2025

Starting September 1, 2025, a new requirement comes into force in the European Union for road transport operators: when transporting goods from third countries into the EU or in transit across it, a Entry Summary Declaration (ENS) must be lodged in the new Import Control System 2 (ICS2).
Please note that this change relates specifically to filing the ENS declaration in the new ICS2 system. If a country already required an ENS before, this obligation remains in place – each shipment must be declared.
ICS2 implementation timelines across the EU
The European Commission has allowed Member States to delay the implementation of ICS2 until January 1, 2026. Some countries have used this option, which means a transition period is currently in effect.

Key points for carriers
- ENS must be submitted no later than 1 hour before the vehicle crosses the EU border.
- A declaration is only required if goods are being transported. If the truck is empty, no ENS is needed.
- Requirements apply to all carriers, regardless of whether they are registered in the EU or outside of it.
