Important Information for Carriers Regarding Travel Through Poland!
2024 11 15As of November 1, 2024, new requirements for registering vehicle trips have been introduced in Poland. All carriers from countries outside the European Union, European Economic Area, or Switzerland are now required to register their trips in Poland (or through Poland) in the Polish customs system.
Important: Trip information for carriers from countries outside the EU, EEA, or Switzerland must be registered before entering Polish territory, and the trip must be activated in the E-Toll application. Failure to comply may result in a fine of up to PLN 20,000 (~€4,600).
Registration is mandatory for transit through Poland, delivery or collection of goods, and even for the transportation of goods within Polish territory. This requirement applies even when the vehicle is traveling empty.
To properly declare a trip through Poland, you must register each route in the Polish customs system. The service fee is (€20 per declared route). The following documents are required for this process:
- A completed power of attorney confirming that the intermediary has the right to register the trip in the RMPD system on behalf of the carrier. The form will be provided by an employee of Bunasta during the execution of the order.
- A international consignment note for the transportation of goods CMR. If a CMR is not available (e.g., the vehicle is traveling empty), you must specify the loading location and provide any document that confirms the purpose of the trip to or through Poland (e.g., a transport order).
- A permit for transportation in EU countries (ECMT).
- The planned route of travel through countries.
- The place of entry into Poland and/or the place of departure from Poland. If unloading takes place in Poland, the point of entry into Poland is required. If transiting through Poland, the points of entry into and exit from Poland are required. If loading takes place in Poland, the point of exit from Poland is required.
- The current location of the vehicle (preferably GPS coordinates).
- The ID of the E-Toll mobile application.
- The driver’s phone number.
- Copies of the vehicle registration certificates for both the lorry and the trailer.
Important: Each route must be registered separately. Example: If a carrier from a non-EU country enters Poland from Lithuania and heads to unloading point #1, the RMPD service is required. After unloading, if the vehicle travels empty to the next loading location in Poland or another EU country (point #2), a second RMPD service is required. After loading in Poland, a third RMPD service is necessary.
