Important Regulatory Update: Mandatory Use of ELO for UK–France Cross-Border Transport

We would like to inform you of a significant regulatory change that will directly affect international freight movements between the United Kingdom and France. French Customs has officially confirmed the procedures related to the application of the Enveloppe Logistique Obligatoire (ELO).

 

Mandatory ELO Requirement as of 20 April 2026

Starting 20 April 2026, ELO will become mandatory for all vehicles crossing the UK–France border, regardless of whether the vehicle is loaded or empty. This requirement will be applied without any exceptions.

Until now, a transitional period has been in effect, during which the use of ELO was strongly recommended but enforcement was more flexible in practice. As of the above date, the transitional phase will end, and controls will become strict and consistently enforced.

 

Operational Impact and Key Requirements

With the new rules coming into force, transport and logistics operators must ensure full compliance with the following requirements:

  • Vehicles without a valid ELO will not be allowed to enter ferry terminals or the Eurotunnel
  • All required documentation must be prepared in advance, prior to arrival at the port
  • Failure to comply may result in significant delays and operational disruptions

 

What Is ELO and What Is Its Purpose?

ELO is an integrated digital documentation package designed to streamline customs procedures. It consolidates all essential data required for border crossing, including:

  • Entry Summary Declarations (ENS)
  • Transit documents
  • Other customs‑related information

All information is provided in a single standardized format, including a barcode used for rapid verification at border control points.

 

Preparation Recommendations

In light of the upcoming mandatory implementation of ELO, organizations are strongly advised to take the following steps without delay:

  • Ensure internal processes allow for timely creation of the ELO before the vehicle arrives at the port
  • Inform drivers, partners, and supply chain stakeholders about the new requirements
  • Avoid last‑minute solutions that could lead to operational disruptions
