We would like to inform you about new requirements that will apply from 1 September 2026 to wooden packaging material accompanying goods entering the EU through the French border and subject to SIVEP control.

SIVEP is the French border veterinary and phytosanitary inspection service responsible for carrying out official controls of SPS goods.

SPS goods are goods subject to sanitary and phytosanitary requirements, such as products of animal origin, food and feed products, plants, plant products, and other goods subject to veterinary, food safety, or phytosanitary border controls.

Current Requirements
Wooden packaging material must already comply with the ISPM 15 (NIMP 15 / IPPC) standard, meaning that it must be properly treated and marked with a valid IPPC stamp.

What Is Changing?

From 1 September, wooden packaging material such as pallets, crates, frames, or other wooden supports accompanying goods subject to SIVEP / SPS controls at the French border must additionally be declared in the TRACES system by preparing a CHED-PP document for the wooden packaging material.

For goods that are not subject to SIVEP controls, an additional CHED-PP document for wooden packaging material will not be required. However, the wooden packaging material itself must continue to comply with ISPM 15 requirements and may be inspected by customs authorities or other competent authorities. It is important that the ISPM 15 / IPPC marking on the wooden packaging material is clearly visible during inspection.

Which Goods Are Affected?

The requirement mainly applies to goods of animal and plant origin transported to France from countries outside the European Union. However, certain exceptions apply to consignments arriving via Switzerland:

• If the products are manufactured in Switzerland or the European Union, they are generally not subject to additional SPS control requirements, and therefore a CHED-PP document for the wooden packaging material is not required.
• If the products are manufactured in another country (for example, the United Kingdom, China, the United States, or another non-EU country) and enter the EU via Switzerland, they are considered third-country goods. In such cases, standard import and SPS control requirements apply, including a CHED-PP document for the wooden packaging material.
• Important: regardless of the origin of the products, all wooden packaging material must comply with ISPM 15 / IPPC requirements.

What Will Be Required?

When placing an order for SPS goods, please:

• inform us if the goods are transported in wooden packaging, on wooden pallets, or with any other wooden packaging material;
• ensure before shipment that the wooden packaging material complies with ISPM 15 requirements and is properly and clearly marked with a valid IPPC stamp.
